Sean Sherk's Steroid Suspension Reduced

MMAJunkie is reporting that Sean Sherk's steroid suspension has been reduced to six months. This essentially means that he will be able to fight again in January, probably for the title against the B.J. Penn and Joe Stevenson fight.
So what is really going on with the California State Athletic Commission? They took five months to figure out that they suspended Sherk six months too long. Maybe the commission always doubles their suspensions knowing fighters will always appeal.
It's possible that Sherk proved to the commission that he didn't intentionally use steroids. In that case, they may have reduced his suspension. Still you would think that he is either guilty or innocent, not somewhere in-between.
